A British property developer has banned cats and dogs on an estate 1 mile from a heathland that is home to several endangered bird species, officials said.
The controversial ban will affect anyone buying or renting a house at a 500-home development on the site of a former airfield in Hampshire, the Daily Mail reported Saturday.
The ban, approved by the local council, was imposed as a condition of planning permission being granted for the development.
Redrow, the developer, says the restriction is to keep pets from harming bird life in the Thames Basin Heaths Special Protection Area in violation of the European Union Birds Directive.
Approximately 8 million domestic cats kill about 5 million birds a month in Britain, The Mammal Society estimates.

First Time Buyer Statistcs Forecast Renting Boom?
It has been reported that the proportion of first-time buyers looking to take their initial steps on to the housing ladder has fallen to its lowest level since December 2008, when the figure stood at 11 per cent. However, six months ago, the proportion of the market which was made up of first-time buyers was 43 per cent.
This snap shot statistic could point to the fact that more Britons are now considering renting;the National Association of Estate Agents (NAEA) claims that a survey of its members has revealed only 19 per cent of registered buyers were first timers.The news could mean more people are now looking for property to rent in London or the wider UK, rather than jumping on the housing ladder.However, in light of the mid year figure, it could just be a seasonal quiet period.We must wait and see.

The Tax on Home Owning? - Home Information Packs and Stamp Duty
With the Tories bid to win support through scrapping the Home Information Pack and a pledge to scrap the stamp duty levy on homes worth £250,000 or less,it would seem that the UK property market is being unburdened. Sellers will no longer have to fork out for expensive and varying costs of the HIP. Recent figures have revealed that HIPs have cost two million vendors around £657 million since they were introduced! The first time buyer,already facing insurmountable difficulties, disadvantaged by lack of mortgage approvals without a huge deposit and the stabilising of high property prices will no longer have to calculate what they can buy on the basis of the Stamp Duty.
But while some Estate Agents and TV property experts welcome the moves there are others in the industry who will not be so supportive. Mick Ockenden, director-general of the Association of Home Information Pack Providers (AHIPP) believes it is misleading to suggest that Hips are costly, as many of the expenses involved are part of the buying and selling process anyway."The only difference is, some of them have moved from the buyer of the transaction to the seller." He continues to say that 65 per cent of the consumers questioned in a recent survey found the packs useful and that 30 per cent of home buyers have used measures recommended in an energy performance certificate to make changes that will save energy in their home. Mr Ockenden states: "That to me says that HIPs are actually helping to reduce carbon emissions." But is a reduction in carbon emissions and HIPs top tips for it at the top of the home buyers list of needs.
Certainly there is not alot of opposition to the scrapping of Stamp Duty to a level which will help the first time buyer, though that level alters in different parts of the country. As far as HIPs are concerned, according to a recent Ipsos MORI survey commissioned by the AHIPP, 85 per cent of per cent of people said the need to obtain a Hip did not influence their decision to sell or not sell their property. Perhaps the issue here is once again the varying cost of the service, dependant on location, estate agent or surveyor.

Clampdown On Cyclists on Hampstead Heath
Rogue cyclists, who have chosen the wrong path, have been targeted in a crackdown by Hampstead Heath bosses.
Two riders have been successfully prosecuted this week for cycling on a path where bikes are banned.
A Kentish Town woman was penalised for riding on the path which leads from Highgate Ponds past the children's play area and a Muswell Hill man was prosecuted for breaking bylaw 13 for cycling on a path near the Lido.
At Highbury Corner Magistrates Court last week both were fined £25, ordered to pay £100 costs and victim surcharge of £15. They were given two weeks to pay up.
A City of London spokesman said: "Cycling on the Heath on prohibited paths is completely unacceptable and these successful prosecutions should send a message to cyclists that it will not be tolerated." The issue of cycling on the Heath has been a hot topic for a long time with many riders campaigning for more paths to be opened up for their use.
