West Hampstead Travel Chaos this Weekend

Weekend travel could prove chaotic this weekend with closures to the Underground, Overground and bus services, reports the Ham and High.

The Jubilee line is suspended between Wembley Park and Waterloo on Saturday leaving stations like West Hampstead, Finchley Road, Swiss Cottage and St. Johns Wood closed.

The service improves slightly on Sunday with the closure reduced to Finchley Road to Waterloo.

The London Overground service is also closed on Sunday between Richmond and Stratford through West Hampstead, Finchley and Frognal, Hampstead Heath, Gospel Oak and Kentish Town West.

Residential Landlords Consolidate Property Portfolios

RLA reports that most residential landlords are still positive about the prospects of the country’s buy-to-let sector, but according to a survey conducted by CHL Mortgages, uncertainty has risen noticeably, compared to figures published six months ago. In fact, 81% of landlords believed that the sector was headed in the right direction in late January, but the newest CHL study found that this figure slipped to 64%.

Additionally, one in four landlords indicated that they were uncertain about the sector’s prospects in the near future, representing a significant increase from the much lower 9% figure published at the beginning of the year. This drop in confidence may have a significant impact on residential property sales, as the number of landlords looking to add to their portfolio has dropped to 28%. This represents a 10% decrease from the last survey. As such, the supply of rental properties may continue to lag behind the strong demand that currently characterizes the buy-to-let sector.

There is a clear reason as to why more landlords no longer plan to purchase new properties. Many have expressed frustration over the fact that buy-to-let lending has not yet recovered. Bob Young, CHL’s managing director, noted that many landlords would prefer more flexible deposit regulations, thus decreasing the amount necessary to obtain a mortgage.

While fewer landlords are looking to purchase new properties, a clear majority intends to keep its current real estate and does not plan to sell. While 53% of landlords said that they would not sell back in January, this figure now stands at 66%.

Camden Schools News

A Hampstead church is making a bold bid to solve the acute shortage of primary school places in Camden by establishing the borough's first 'free' school next year, writes Susanna Wilkey in the Ham and High.

With the strong backing of its parishioners, St Luke's Church on Kidderpore Avenue has applied to the Department of Education to set up a free school to cater for 15 children in each of the seven primary year groups.

The much-touted Conservative free school policy allows charities, businesses and groups of parents or teachers to set up state schools outside of local authority control.

If this application is successful, the school could be one of the first of its kind to open in the country in September next year.

Almost Half of U.K. Tenants Anticipate They Will Pay More Rent Next Year

Bloomberg reports that almost half of Britons who rent their homes predict they will have to pay more for their accommodation in a year’s time, Rightmove Plc said.

Forty-five percent of tenants surveyed expect their rent to increase in 2011, the fifth consecutive quarterly gain and 12 percent more than a year ago, the operator of Britain’s biggest property website said in an e-mailed statement today in London. The number of properties available for rent by real-estate agents dropped by a fifth in June, compared with a year earlier.

Britons’ ability to buy homes is being impaired by banks’ rationing of mortgages, while the government’s planned spending cuts, the deepest since World War II, have sparked concern the economy may plunge back into a recession. Mortgage approvals fell to a four-month low in June, while consumer confidence dropped in July, according to GfK NOP.

“Many renters are caught in a ‘financial markets crossfire,’ taking financial hits from all directions,” Miles Shipside, commercial director at Rightmove, said in the statement. “As well as being negatively impacted by the new government’s austerity measure, they are likely to have to compete harder and pay more for the dwindling choice of rented accommodation.”

Rightmove surveyed 2,124 people online between July 5 and July 19.

Bank Profits Herald More Lending?

Some of Britain’s largest buy-to-let lenders are experiencing a return to profits and observers believe that this may help increase lending to private sector landlords, reports the RLA. Bradford & Bingley posted profits amounting to £896 million during the first six months of the year.

Although this figure represents pre-tax profits, it is still a major improvement for Bradford & Bingley over their performance during the same period in 2009. Last year, the buy-to-let leader experienced a loss of £160 million. But an increase in profits is not the only good news for the government-administered financial institution. The number of clients in arrears, including both regular mortgage holders and buy-to-let investors, dropped over the first two quarters. In fact, the number of clients with arrears extending to three months declined by 18%, compared to the early summer of 2009.

Some observers expect that the return to profits and lower arrears will ultimately lead to more varied buy-to-let products, as well as an upsurge in lending. But Bradford & Bingley also has other financial priorities as a nationalized institution. First, it intends to begin repaying its debts as soon as possible, but it would also like to ensure that taxpayer money is spent in a responsible manner. Media reports also suggest that the organization may soon merge with Northern Rock, another formerly private bank nationalized by the previous government, following the start of the financial crisis.

Better lending conditions are crucial to the recovery and expansion of the buy-to-let sector, as many landlords looking to add to their portfolios, as well as newcomers to the market, saw their plans nixed due to the lack of lending.
